The nationals of the Republic of Austria, the Kingdom of Belgium, the Republic of Greece, the Kingdom of Denmark, the Republic of Estonia, the Republic of Italy, the Republic of Ireland, the Republic of Cyprus, the Republic of Lithuania, the Republic of Latvia, the Grand Duchy of Luxembourg, the Republic of Malta, the Republic of Hungary, the Federal Republic of Germany, the Republic of Poland, the Republic of Portugal, Slovak Republic, the Republic of Slovenia, the Republic of Finland, the Republic of France, the Kingdom of the Netherlands, the Czech Republic, the Kingdom of Spain, the Kingdom of Sweden and the United Kingdom of Great Britain and Ireland may enter and stay within the territory of Montenegro up to 90 days and may be in transit over the territory of Montenegro on the basis of a valid travel document.
The nationals of the Republic of Albania, the Russian Federation and the Republic of Ukraine may enter and stay in Montenegro for the purpose of tourist visits individually or in package tours, on the basis of a valid travel document without a visa, with the issuance of a tourist visa. A tourist visa is issued by an administrative body in charge of border crossing checks, free of charge, with the validity period of 30 days.
The nationals of the Republic of Serbia may enter and stay in Montenegro under the same conditions as Montenegrin nationals.
The nationals of Bosnia and Herzegovina, Former Yugoslav Republic of Macedonia and the Republic of Croatia may enter and stay within the territory of Montenegro up to 90 days and may be in transit over the territory of Montenegro on the basis of a valid travel document.
A holder of a travel document issued by the Organisation of United Nations or its specialised agencies may enter and stay in Montenegro for up to 90 days, or be in transit over the territory of Montenegro.
Knights of the Maltese Order may enter Montenegro without visas and stay up to 90 days or be in transit over the territory of Montenegro.
A holder of a special travel document for refugees, issued by a contracting party to the 1951 Geneva Convention on Refugee Status, travel documents for stateless persons, issued by a contracting party to the 1954 Geneva Convention on Stateless Persons and a travel document for a foreign national, or a travel document of equal status, may enter and stay in Montenegro up to 90 days and transit over Montenegrin territory if the document bears a visa or an approval of stay.
Based on the concluded bilateral agreements on abolishing visas for diplomatic or official passports or the introduction of the clause “Business” in the passport, or the conditions of travel of nationals, nationals of these states may enter, stay and transit the territory of Montenegro pursuant to these agreements.
The nationals of the Republic of Albania, the Russian Federation, the Republic of Turkey and the Republic of Ukraine, holding residence permits in European Union member states, other member states to the Schengen Agreement and the Switzerland Confederation, may transit the territory of Montenegro within five days from the day of entry into Montenegro.
A holder of a valid diplomatic, official and personal passport, accredited with the previous Diplomatic Protocol of the Ministry of Foreign Affairs of Serbia and Montenegro or the Ministry of Foreign Affairs of the Republic of Montenegro or bearing a stamp in his/her passport by the former Ministry of Foreign Affairs of Serbia and Montenegro or being issued a special ID, may enter Montenegro without a visa.
Visas issued by diplomatic or consular bodies of Serbia and Montenegro shall be valid until their expiry date.
With the day this decision enters into force, the Decision on Abolishing Visas for Entry and Stay in Serbia and Montenegro and the Decision to Abolish Visas for Transit over the territory of Serbia and Montenegro for the Nationals of the Republic of Turkey, the Russian Federation, the Republic of Ukraine and the Republic of Albania shall cease to be applied, as well as the Decision on the conditions under which foreign nationals may enter and stay in Montenegro.
This Decision shall be applied until the visa regulation adopted pursuant to the law regulating the stay of foreigners comes into force.

Residential tax is an approximate amount which is being paid by the person that out of its place of residence is using the services of accommodation in an accommodation facility in which tourist or hotelier activity is taking place (in the further text: accommodation facility).
In the sense of the particle one of this article accommodation facilities are considered to be: hotel, motel, inn, tourist apartment, rest home, camp, mountain home, room for rent, and all other facilities which provide the services of accommodation.
