Categorization of Hotels and Tourist Complexes in Montenegro Completed: Montenegro aims at becoming an elite tourist destination of the highest quality. However, at this point, it has only three hotels, which are categorized with five stars. These hotels are: Becici’s “Splendid”, owned by Russian investors, in the partnership with Zarko Radulovic; a small hotel “Vila Montenegro” at Sveti Stefan, owned by Serbian businessman, Stanko Subotic Cane, whose name is placed on an Internet warrant; and, “Forza Mare”, owned by Misko Joketic in Kotor.

Podgorica – Montenegro aims at becoming an elite tourist destination of the highest quality. However, at this point, it has only three hotels, which are categorized with five stars. These hotels are: Becici’s “Splendid”, owned by Russian investors, in the partnership with Zarko Radulovic; a small hotel “Vila Montenegro” at Sveti Stefan, owned by Serbian businessman, Stanko Subotic Cane, after whom Interpol issued a warrant; and, “Forza Mare”, owned by Misko Joketic in Kotor.
Out of total of 300 hotels, which have been subjected to categorization across whole of Montenegro, most of hotels have received two or three stars.
According to the new categorization issued by the Ministry of Tourism, this category also includes hotels or tourist complexes with the biggest accommodation capacities.
In that respect, tourist complexes “Slovenska plaza” in Budva and “Biserna obala” in Canj, which have are offering 2,469 and 2,500 beds, have received just two stars each.
Majority of hotels, even 94, is located in the metropolis of Montenegrin tourism, Budva. Only 15 of these have four stars. Out of these, only “The Queen of Montenegro”, “Montenegro”, “Maestral”, “Mediteran” and “Rivijera” have more than 100 beds.
All the other hotels are marked with lower categories, while nine of them succeeded in winning just one star.
21 hotels has been categorized in Kotor. Seven have received four stars, including “Vardar” owned by Vesko Barovic and “Cataro”, owned by Dragan Dudic.
Tivat has 18 hotels, out of which only four have four stars, while only six out of 31 hotels in Herceg Novi can claim the same.
Hotels with weakest ranking are located in Bar. In this town, only hotel “Princess”, owned by HTP “Koral”, claimed four stars. Out of 49 hotels, even 26 claimed only two stars.
Out of 16 Ulcinj’s hotels, three have four stars, while the tourist settlement Ada Bojana has succeeded in satisfying criteria sufficient for only two stars.
Ada, which is the location representing a model-site in terms of its’ natural beauty, is the goal of many investors. Especially from the Arab world. In “good, old times”, Ada Bojana had an aura of a top-quality resort, mainly visited by nudists.
Situation in the North is even worse, so that only several hotels have succeeded in winning four stars. None of them is located at Zabljak, the metropolis of winter tourism.
There are no elite hotels at Zabljak and the most this city can provide for the tourists are three-star hotels “MB” and “Enigma”. Remaining six hotels have only two stars each.
Kolasin’s hotel “Bianca” and “Lipka” have four stars. Hotels “Cile”, “Brile” and “Djevojacki most” have two stars.
Berane has one four star hotel - “Il Sole”. The remaining three have lower category.
In Pljevlja, out of five categorized hotels, only small hotel “Oaza” has four stars.
In Rozaje, both hotels are owned by Safet Saja Kalic. Hotel “Rozaje” has won four, while hotel “Turjak” received two stars.
The only hotel in Pluzine – “Piva” – has been categorized with two stars. Danilovgrad’s “Pejovic” won three. Plav, also, has only one categorized hotel – “Kula Damjanova” – but it has four stars.
Bijelo Polje and Mojkovac have four categorized hotels each, Andrijevica and Savnik two. All of them are in lower category.
Montenegro’s second largest city, Niksic, has four hotels of lower category. Cetinje has three, out of which only one hotel – “Ivanov konak” – has four stars.
Podgorica without a Five-Star Hotels
24 hotels have been categorized in Podgorica, out which nine have four stars (“Premier”, “Apart Premier”, “Filia”, “Podgorica”, “Kostas”, “Eminent”, “Boja turs”, “Siti” and “Ambasador”). All other hotels have lower categories.
Hotel “Crna Gora”, the biggest one in the capital with its’ 290 beds, has not yet been categorized. Beside the name of “Crna Gora” it says that the “categorization is underway”.
This object has been recently sold to the company “Normal Tours” owned by Zarko Buric. It is expected that he would bring this hotel to the level which would allow it to receive at least four stars.
