The citizens of Rwanda are required to obtain a visa to enter Montenegro.
Visas may be obtained from Montenegrin diplomatic and consular posts. If an applicant is unable to reach a diplomatic or consular post of Montenegro, s/he may apply for a visa at the nearest Embassy of the Republic of Serbia.
