Podgorica – Montenegro should until the end of 2008, for when the finish of the process of the establishment of the diplomatic system, abroad, is planned, have 37 diplomatic missions in which 37 ambassadors and 65 diplomats will be engaged.
This is written in the rationale of the law proposal about the foreign affairs, which was recently included in the Parliament procedure.
It is said that in the first phase of the development of the diplomatic missions, which lasts until the December 2006, 12 diplomatic missions in which 12 ambassadors and 14 diplomats will be working, should be opened. It is estimated that for the realization of this phase 1.129.065, 00 of euros will be necessary.
– The second phase lasts from January to July 2007 during which it is planned the opening of 10 new diplomatic missions, in which 10 ambassadors and 22 diplomats will bi working. For the realization of this phase it is necessary to provide 978.684,00 euros. The third phase starts in July 2007 in which it is planned to open another 15 diploma and consular missions, in which 15 new ambassadors, and 29 new diplomats will be working it is said in the rationale of the law. The third phase as the Ministry of foreign affairs estimated will cost 1.602.978, 00 euros.
– A diplomat can be assigned into the internal or foreign service, which depends on the needs of the service, but the first assigning into the Foreign Service, as a rule, is not possible before the expiration of the one year work in the internal affairs. And it is also mentioned that the foreign affairs – diplomatic, consular missions, and regular representatives of the mission in International organizations, in the organizational and functional sense are a part of the Ministry – it is said in the rationale of the law.
It is pointed out that the time of the disposition of a diplomat into the Foreign Service is limited to three, that is to four years, which is mostly the usual explanation, which from certain reasons, stated in the law, can be shortened or prolonged.
– The longest time of the disposition in the Foreign Service, without interruption, is 8 years, with the obligation to stay in internal service for at least two years – it is said in the rationale.
The conditions for the receiving a diplomat rank are defined by the law: university level specialist’s training, specialized exam for the work in state organs, diplomat exam, active knowledge of at least one foreign language and suitable working experience.
– As an exception, a diplomat can receive diplomat rank without the passed state exam, with the condition that one passes the exam latest for two years from the moment of the receiving the rank. For the ambassador or the chief of the consular mission a person who is not a diplomat and is a citizen of Montenegro, has a university level specialist’s training, and actively speaks one world language, can be appointed. In extreme cases, the ambassador has to speak the also the language of the state in which he is going to be the ambassador – it is pointed out in the proposal of the law.
It is also established that the diplomat can not be a member of the organs of political parties. The area of foreign affairs until now has not been regulated by law, even though foreign affairs are found in the system of State administration of Montenegro since 1979, when the current ministry of foreign affairs was founded.
