Podgorica – the construction of a highway from Bar to the border with Serbia and Adriatic – Ionic road, the reconstruction and modernization of the railroad, revitalization of the sea business, enhancing of the road infrastructure, are the priorities of the new Ministry of sea, traffic and telecommunication.
Minister Andrija Lompar said that everything that they will be working in the next ten years, is defined by the Strategy of development of traffic, whose adoption is expected to happen till the end of the year.
In the interview he said that some activities concerning the projects that are predicted by the strategy are already being conducted, and as an example he stated the preparation of the construction of the highway from Bar to the border with Serbia, and Adriatic – Ionic road. Lompar announced that in January an International tender for the choice of the financial and legal consultant for the construction of those highways, will be announced, because, he said, Montenegro does not have enough knowledge in that sector.
– Minister of finances and I have already started to negotiate with the European Investment (EIB) and World bank to try to provide the expert and professional personnel for the carrying out of that work, but also to try to provide money through their sector for public private partnership– announced Lompar.
According to his words, for the construction of those roads there are a lot of interested concessionary and construction firms. He estimated that at the moment the market is good, because the capital finds which are being used for nig infrastructural projects is piled, which suggests that the selection criteria of the investment funds and European banks will be somewhat milder.
– At the same time the construction operative is finishing rge main infrastructural projects around Europe, and the ones toward the West Asia, that is East from the European Union still haven’t began – explained Lompar.
For the reconstruction of the railroad from Bar to the border with Serbia it is already being worked on the provision of credits of 60 millions of euros at EIB and European Bank for the restoration and development, and for the financing one Japanese bank is also interested.
Lompar said that for the reconstruction of the railroad they are also cooperating with the Italian Government, which is ready to provide a donation for the working out of the first phase, that is the project documentation with which the safety and the average speed on the railroad would be increased.
– There is a great interest of Italian economy for that project. I think that under the influence of the Italian economy cooperation was developed which will be intensified in the next 60 days – claims Lompaar.
He said that the Government in the previous 4 year period was dedicated to the reforms, and that in this 4 year period, in this mandate, the Government will work more on the revitalization of the maritime business, that is the development of the line traffic and purchase of ships. From the Ministry they say that the activities on enhancement of the existing traveling road networks in Montenegro, as well as the elimination of the black spots and narrow necks will be continued.
– That is especially related to the black spots in the safety sense in the North and the narrow necks on the coast, in order to enhance the traffic in the main tourist centers and connect Zabljak with the central part of Montenegro – added Lompar.
