Tivat – The director of the Management of the maritime security of Montenegro captain Krsto Raocevic said that Montenegro fulfills all conditions and standards of International maritime organization IMO relating to the problems of possible inscription of trade boats of foreign ship-owners under our flag. The possibility to register a part of their fleet in Montenegro, these days suggested an Italian company in Bnavi, which last week has opened its representative offices in Bijela in Montenegro and founded in Montenegro a management company Bnavi Montenegro.
– The intention of the company is to put all the ships, which are in the management of the company, under the Montenegrin flag, after it harmonizes its own standards and regulations towards IMO – said at that point the manager of the management company Bnavi Montenegro Milivoje Vuksic. Montenegrin branch of the company Bnavi in the next year should take over the operative management of a dozen of vessels from its fleet which, at the moment, has totally 59 trade ships, mostly vessels for transport of the dispersed cargo, containers, and general cargo.
Otherwise the ships of the company Bnavi in the most cases sail under the flags of Ireland, Malta, Saint Vincent and Grenadine and some other states which have what in the seaman jargon is called “Flag of convenience”.
Bnavi Montenegro at the moment manages the ship for the transport of general cargo “El Greco” of 23.270 tones which sails under the flag of Malta.
– Montenegro entirely fulfills the demands and standards of IMO concerning the training of the sailors and technical check up of the sailing objects. That is confirmed by the certificates which renowned international institutions from that area have given to MSM, harbor captaincy of Kotor and Bar, Maritime faculty and to centers for training of seaman in Kotor, Bar, and Bijela. As for the statutary documents, Montenegro fulfills all the conditions and recommendations of IMO, excluding, in the domain of technical check up, the issuing of a class to ships. That however is not an obstacle for foreigner shipmen to register their vessels here in Montenegro, and to sail under Montenegrin flag because their ships would have a class of some of the renowned classification associations – members IASC, such as “Lloyd Register of Shipping” or “Bureau Veritas” – said for “Vijesti” director of MSM captain Krsto Rakocevic.
Beside the fact that it represents a significant source of income for the budget, the issuing of the national flag to the ships whose owners are foreigners, for many states in the world is extremely important because of their position and influence during the making of decisions in IMO.
