Ulcinj – Ulcinj’s “Zeleni korak” (GREEN STEP) has proposed to the Constitution board to prohibit in the future highest legal act of one state the sale of the natural and cultural inheritance.
The space of Montenegro should be exclusively given in the lease, and not permanently sold. Therefore, according to the article 70 of the future constitution amendment 3 should be added which would regulate that problem – marks “Zeleni korak” in their report. That NGO has suggested that with the article 20 the right on healthy environment and the obligation to make ecological action plans for all municipalities should be formulated more precisely and more amply.
The constitution should have to recognize the institutions of protectors of natural and cultural inheritance that is of ombudsman and eco –legates – it is said in the report.
