The goal of the action is to make the guest pleased and not to be misled. No one will be able to falsely present a higher category than the one which the Ministry of tourism has defined, or to advertise without any approval for work – says the main tourist inspector Bozo Vucekovic.
Podgorica – Ministry of tourism and protection of environment starting from the 1st of May will start a check up of the categorization of the hotel and restaurant facilities and will sanction all those who do not respect the set conditions – announced for “Vijesti” main tourist inspector Bozo Vucekovic. The category of the hotel – restaurant facility means minimal technical conditions, which it has to fulfill, and it is being issued for a period of 5 years.
– We will perform the action in entire Republic, with the stress on 6 coastal municipalities. No one will be able to start working, if he doesn’t fulfill the predicted conditions. Until now we have tolerated the work without the setting of the category, but from no on that will not be possible. The hotel facility will not be able to function without a category, even if it is the peak of the season. 20 to 25 inspectors will be performing the control – pointed out Vucekovic. The hotelkeepers who do not fulfill the conditions for work, except the fine punishment will be closed up by the tourist inspection until they manage to fulfill the conditions predicted by law.
-Except the new facilities, which are just starting to work, we will control the ones, which already have a certificate of categorization. We will check up whether they are holding the level of the category. The ones that do not maintain the level of the category we will suggest to the ministry to decrease his category. The fine for juristic person will be 2.000 to 15.000 euros, and for responsible physical persons 200 to 1.000 euros – explained Vucekovic adding that firstly they will check up the facilities with the biggest number of stars.

It happened before that some individuals present that they have more starts then the categorization allows them to have. Last year we had 50 cases of false advertising through Internet, wild stock markets, ads on bus and railway stations. Even some illegal markets came to world metropolis. In restraining the false presentation the reports of the guests who come by on such cases will mean a lot to us, and through media too we will try to come public about that. The fine for that act is from 1.000 for physical persons up to 3.000 euros for juristic persons – said Vucekovic.
Ministry of tourism so far has categorized 240 accommodation facilities, which have 16.000 rooms with 40.000 beds. Ministry is categorizing hotels, motels, suite – hotels, tourist lodgments, inns, camps, and villas, while the municipalities categorize restaurants and private accommodation of physical persons.
According to the regulations on the very entrance in every accommodation facility which is is being categorized there has to be pointed out a mark of the kind and of the category of the facility. The mark for the category of a certain accommodation facility is a star and it depends from the arrangement, equipment, services, maintaining, and other elements and measurements for categorization. If the hotelkeeper steps up from the set standards he is obliged to submit an application in the term of 8 days for new categorization – said our collocutor.
The hotelkeepers have to form the pricelist based to the conditions of the market, but they are obliged to ratify the price list in the Ministry. The services have to be charged without the application of dual standards towards the domestic and foreign guest, and in the price list the discount has to be specially pointed out. Fines for false price lists are from 500 to 3.000 euros for the offense of the juristic person, and from 100 to 1.000 euros for the responsible person in the juristic person, while for the physical person the fine is from 100 to 500 euros.
NO ONE FULFILLS THE CONDITIONS FOR THE STATUS OF A VILLA
Vucekovic pointed out that in Montenegro there is not a facility, which fulfills the conditions which are predicted with the regulation book for the status of a villa.
– We have noted a lot of cases that the certain facilities for giving services are being advertised and offered to tourists as villas, and they are not villas. Such advertising is noticed on the Internet, in advertising on TV and radio or in tourist catalogues of certain municipalities. In Budva there were 42, in Herceg Novi 11, in Bar 5, in Kotor, Tivat and Ulcinj 2 such cases. Villa is not just a luxurious and prestigious house, but a special entity with entire contents and service which is intended exclusively for one guest, one leaser. In Villa you do not rent rooms, suites to tourists separately, but it is instead taken as a whole – explained the collocutor of “Vijesti”.
ILLEGAL ACCOMMODATION UNDER THE MAGNIFYING GLASS
Vucekovic said that during the action a special attention will be given to the illegal private accommodation.
– It is not our intention to sanction the private accommodation, but to implement it in the legal procedures. Local authorities ad their inspections will help us in doing so. The cause of illegal accommodation is the devastation of the space and wild construction. Last year 4.000 beds have been categorized in private accommodation. From 15.000 controls during the last year in private accommodation there were 1.908, that is every 7th control was done in private accommodation – said Vucekovic.
