Herceg Novi – the talk about the damage of installation of silos for overload of dispersed cement in harbor Zelenika dominated yesterday the yesterday held discussion about the spacious plan in Herceg Novi.
Numerous speakers have pointed out negative effects for the environment and development of tourism, which the silos would cause. They have also stated the genesis of issuing of permits for installation of silos and the unanimous demand of the chairmen and citizens to forbid the construction of that facility.
Engineer Branko Djurovic asked that the previous plan documentation should be followed with which it was predicted that in all five harbors only 100.000 tones of cargo can be overloaded and that the capacities of Zelenika harbor should be in accordance with the needs of the Municipality. Professor Lazar Seferovic, with saying that in Boka they have 60% of the culturally historical treasure of Montenegro, claimed that the installation of silos would represent as he says “not cuckoo’s but ostrich’s egg in entire Boka”.
The representative of the investor firm “Eurocem” pointed out high ecological criteria in installation of silos and economic prosperity, which the free custom zone in Harbor Zelenika would bring to the municipality, as well as the area around it in which they have the intention to invest 23 millions of euros and to employ about 500 workers.
With the comment that the “goal of the spacious plan is “podgorizacija” (turning the place to look a lot like Podgorica) of Montenegro, director of Waterworks Zoran Sabanovic said that water supply hasn’t got a proper place in the plan, and that they haven’t taken into consideration the potential of Bileca lake whose 1/3 of the basin area belongs to Montenegro.
President of the parliament board for planning and arrangement of the area Mladen Rostovic said that “strong Montenegrin lobbies do not respect the plans” and warned that the Master plan is in conflict with the plan of special intention of sea goods.
President of the Ecological association of Boka Olivera Doklesic noted that the plan has been made pretty “superficially without the cooperation with the municipalities and that it hasn’t been brought into harmony with base studies”.
Mayor Dejan Mandic stressed that Military hospital in Meljine whose privatization is in process and which should remain a health institution should enter the plan. For, as they said non- quality and insufficiently processes segment of traffic, several citizens have put also a warning.
LUCIC: WE ARE THE ONLY COUNTRY IN EUROPE WITHOUT A HIGHWAY
Director of the firm “Blueline” Bosko Lucic, while saying that Montenegro is the only European country without a kilometer of highway road, asked for the emergent construction of fast traffic roads in the hinterland.
Slobodan Samardzic said that the plan “has not given a response to the principles of land policy” and reprimanded that a connection between the sea and its hinterland cannot be seen.
He urged that in the unique national park, beside mountain Orjen, they should include Bijela gora in Niksic municipality.

Miroslav Telebak reprimanded the fact that they have excluded Prevlaka from the plan saying that it “has always belonged to Montenegro, and Djordje Budec asked the ban of construction on agricultural land without “ proper studies”, as well as to forbid the construction in immediate vicinity of seashore.
Representatives of Lustica have expressed their dissatisfaction with the plan saying that they are not against the high protection, which the plan predicts for the island, but that they are asking that this island should to be enabled to develop tourism.
