Budva – A Night in grand hotel is a luxury for body, but one night under the sky covered with stars is the luxury for soul – every man who has tried the rest in some of the camp will tell you this.
Camp tourism, which in the world is one of the favorite ways of rest, in Montenegro is in a complete dark compared to the development of the hotel business despite the proclaimed idea about the ecological state and intact nature, and the motto that the tourism is our strategic branch, camping in Montenegro, by which Montenegro used to be known in the Adriatic, still doesn’t have a suitable treatment. The legislative regulation which is not completely precise, administrative difficulties, the impossibility of getting the credit, are just a part of the problem with which the owners of the camps are facing.
According to the regulation which last year was brought by a German organization for technical cooperation (GTZ), in Montenegro there are 43 camps. With the goal to develop camping tourism in Montenegro and to bring it up to a higher level, GTZ is trying to help to the owners of the camps to organize themselves and to adopt European standards.
On a study journey, which was organized by GTZ, the owners of the camps could see what Croatia has done in order to increase the quality of camping tourism, and to increase the visit of camps from Split to Dubrovnik.
The representative of GTZ Dusanka Palic thinks that until now no one cared about camps and she thinks that they were left to cope by themselves.
The main problem, on which the owners of the camps pointed out, is the fact that they cannot get the several year permit, and that is the main problem because of which they cannot invest money in the camps. When we solve that problem, and we are working on it, a change of the legislative regulation, which exists only for the organized camps, will be the next step. We will support them to get favorable credits. Only when that is done than we shall do the marketing, because at the moment we don’t have anything to offer and it wouldn’t be good to do the campaign for camp tourism, until the camps are on the level, which is looked for in the European market. By all means, the Ministry of tourism and Tourist organization are willing to support the camp tourism in marketing – said Palic.
The owner of the auto – camp “Zelenika” in Zelenika Caba Madjar thinks that after a 15-year-old stagnation Montenegro is in front of a complete recovery of camp tourism.
Having in mind that camp tourism in the surrounding is expanding; it can be expected to be the same in Montenegro. The state in Montenegrin camps is a little bit better. After a long pause tourists from West and East Europe came. Unfortunately, the camps in Montenegro are in some status of improvisation, because many things are not regulated with our law regulations, which were made in such a way not to favor the smaller camps. Every year work permit has to be renewed, and that means that none of the owners can invest in the camps and increase the level of quality – says Madjar.
The director of the Tivat TO Dubravka Nikcevic points out that in Montenegro, unlike the surrounding, where the owners of the camps have the possibility to get a concession on land (soil, where their camp is situated, on 20 or even 30 years, by which for them it is possible to invest, doesn’t exist.
The owner of the camp “Oliva” from Utjeha Osman Arabelovic thinks that there is en extremely good interest of the foreign guests for camping in Montenegro, which was confirmed this year by this season.
Each and every one of us has problems; in my case it is the noise. Knowing that the guests, who come to camp, are a rich clientele, that at the same time demands peace and rest. The noise from the cafÈs makes that impossible, because of which this summer I hd several guests leaving my camp – points out Arabelovic.
That the north of the state gives great possibilities, confirms the owner of the camp “Mlinski potok” (The mill well) – in Zabljak Mina Samsal, who points out that this season was extremely good.
The interest exists. The conditions for the development of camping in North are great, but it is necessary to make possible for us, the owners, to raise the quality of the offer – said Samsal.
In Europe 15 millions of campers
In Europe there are totally 26,9 millions of campers, of which more than a half, that is 14,7 millions, travel outside their own country looking for new destinations – those are the official records of the European camping federation.
We are talking about people with great means of payment, who mostly several times a year have such a vacation.
According to their evidence, of totally 4,5 millions of campers from Netherlands, three million of them travels abroad. It is similar in Italy, where 3, out of 6 million campers, go outside from their country. In Belgium 1,1 million of 2,2 millions every year searches new destinations, while in Switzerland, according to the evidence, there are 1,2 million campers of which 700.000 of them travel abroad. In England there are 1,3 million of campers who travel abroad while in Germany of totally 9.5 million of campers 5,1 of them travels abroad. The great force as far as we are talking of camping tourism in Europe by all means is France in which there are 11.277 camps with the capacity that can accommodate 2,8 millions of guests, then we have Italy which has 2,379 camps and 1,3 million capacity, Germany with 2,222 camps, Spain with 1,142 camps while in Greece there are 340 camps.
Effectively only in the association
The president of the Croatian association of campers Jerko Sladoljev thinks that it is necessary to form a special association of the owners of the camps in Montenegro, which would protect their interests and it would help the development of that type of tourism.
Until we didn’t make such an association, the state in the Croatian camping tourism was not the greatest. Through the association we have managed to change the legislative regulation, to get numerous benefits, which has helped us to get the really good treatment for camping tourism. Today in Croatia there are 726 camps of which 5226 are mini camps with 67,802 places, which is º of the total accommodation capacity in Croatia. In the peak of the season in our camps daily we can receive 217.432 persons. From the 2001 until 2005 the Croatian camps have regularly achieved 27% of the total amount of the overnight stays, which is 13,5 million of totally 52 million of overnight stays which are yearly achieved in Croatia – said Sladoljev and added that Croatia is yearly visited by over 2 million campers.
