Podgorica – The spacious plan of Montenegro has in a satisfactory way given the notion of the current state, but the projections of the development were fundamentally given, without concrete solutions, especially solutions for decrease of the drop back of the north region compared to the middle and south region – said for “Vijesti” PhD Radenko Pejovic, the manager of the team for development of sector studies, analysis, and expert opinions as well as the Study basis for the development of the Spacious plan.
He thinks that the greatest flaw of the plan is the fact that “it can hardly be carried out”.
– Spacious plan needs to define 4 basic things: which are the developmental potentials and goals, how they can be achieved in a best possible way, when they are supposed to be achieved, and who is in charge and responsible for their achievement. Except the potential, this document hasn’t well defined other necessary parameters. That is its biggest flaw, because it can hardly be implemented, that is it can be hardly “carried out”.
For the carrying out of this spacious plan a development of over 40 different studies and researches is predicted, also the work of the state and local administration on the five year and one year plans is planed, as well as the development of spacious plans of the municipalities and the work on some other activities. Until now that was the key problem, because we had relatively good plans and strategies, but bad realization – considers Pejovic.
He emphasizes that a special problem, which the draft of the plan points out on several places, is the drop back of the north region compared to the middle and south region, but he also points out that the suitable solution for that was not given.
– If a special strategy with the suitable economic measures is not brought, a complete discharge of those areas, mainly villages will happen, and also we well have the partial emptying of municipal centers, even though that region makes 53% of the entire space of Montenegro. Especially endangered municipalities are Pluzine, Savnik, and Andrijevica. On the other hand, in the Durmitor area, in the municipalities Savnik, Zabljak, and Pluzine a development of tourism with about 9.000 beds, which is almost the same as the number of citizens, is planned. Beside that, the development of agriculture is planned, above all, the development of healthy food, forestry and industry. How the planner thinks to develop the country tourism, produce healthy food and other stuff without the citizens – asked Pejovic. As a drastic example of the indifference of the state, he cited Pluzine.
– That is a municipality which achieves gross of incomes per capita more than 10.000 euros, and it is the biggest gross income in the Republic, larger than it is planned for Montenegro until the year 2020, and according to the standard of the citizens this municipality is at the very bottom. On the soil of Piva a Hydroelectric power station “Piva” is built, which for Montenegro is literary a money factory, large forest potentials are being exploited, and Piva doesn’t get not one single cent for its own development as a compensation for the lost natural goods. Demographic trends in Piva are frightening. Since the 1972 until the 2003 the number of citizens decreased for 53%, from 9.078 to 4.272 citizens, and the greatest decrease happened in the period from 1971 to 1981 year. When the Hydroelectric power station was built, the number of citizens dropped down for 31%, from 9.078 to 6.254. For the period from 2003 until 2021 year, planners are predicating even larger decrease of the number of citizens, for 33%, to a number of 2.850 or 3, 3 citizens per km2. On the other hand, a development of tourism with 2.000 beds which should be firmly connected with the production of food and the work of small businesses is planned. I just don’t know how and for whom. That’s why one shouldn’t wonder why we are against the construction of new hydroelectric power stations. The spacious plan of the state should especially deal with this problem and to predict the adequate solutions – said Pejovic.
He pointed out that the “problem of the uneven development in the last few years is deepened, especially when we are talking about Podgorica”.
– Practically they are only investing in Podgorica, and Podgorica is the only municipality that is being developed. The investments in Podgorica are bigger than in all other 20 municipalities, and in such way Podgorica will become a “head without the body” – Pejovic thinks.
